President Yoweri Kaguta Museveni, the ruling National Resistance Movement (NRM) presidential candidate, has pledged to establish a special fund for fishermen, religious leaders, and university graduates if re-elected.
Speaking during his campaign rally in Pakwach district, Museveni said the initiative aims to improve the welfare of specific groups whose needs differ from those targeted by existing government programs like the Parish Development Model (PDM).
“We shall add another Shs 15 million per parish, and this will cater for local leaders like LC III chairpersons, councillors, and others,” Museveni said. “But funds for fishermen must be different because what fishermen need are not the same as PDM — their packages must also be different.”
He further explained that the funds for religious leaders would be disbursed through their respective parishes and structures, rather than at district level, to ensure the money directly reaches communities where poverty remains entrenched.
Museveni’s promise to fishermen came in response to concerns raised by opposition leaders from the Forum for Democratic Change (FDC), who have long criticized government operations by the Fisheries Protection Unit (FPU) on major lakes.
FDC deputy president in charge of northern Uganda, Hassan Kaps Fungaroo, argued that the FPU’s crackdown on illegal fishing gear and immature fish has left many fishermen destitute and without livelihoods.
“I totally disagree with the president because you can’t give loans to someone who lost his property in an operation commanded or initiated by the government,” Fungaroo said.
“It would make more sense if the government offered bailouts or compensation to those who lost their property during FPU operations.”
Local residents in Pakwach echoed similar sentiments. Adong Roseline, a voter in Jonam, urged the president to provide direct financial support rather than loans to affected fishermen.
“Fishermen are currently poor because they are jobless,” Adong said. “If the president gives them money as loans, where will they get the means to pay back?”
The president’s new pledge adds to a growing list of campaign promises targeting specific community groups as Museveni seeks another term in office. However, critics argue that without addressing the structural challenges facing sectors like fishing, such pledges may not deliver lasting relief.

After 39 yrs in power, Ugandans have been reduced to commodities to be purchased with promise of “special funds”, I feel tears of sadness! Mr. President you are holding Ugandans back, you interfered with God’s plan for this great Nation. Exodus 3:7 says, “I have indeed seen the misery of my people…I have heard them crying out because of their slave drivers, and I am concerned about their suffering”. you could say it was Egypt… Uganda is the lifeblood of Egypt, would God not see Ugandan now? Promising and giving God’s children envelops/funds is day bribery in the eye of the Lord. It’s ungodly approach to make God’s children poorer through systematic approach of control and take their natural resources, then buy them(souls). It’s unfortunately that even church leaders have fallen victim of this vice. I wonder what happened to the Holy Spirit that could reveal to them what’s happening indirectly. Perhaps money has become an idol that has grieved the Holy Spirit and he departed, or they are scared to tell you the truth.
Ugandans are very creative people; what they need is freedom to use their creativity, enjoy their natural resources/land, less tax burdens, exposure to new ideas, freedom of movement, change of leadership by bringing in new blood and ideas, etc. My Jinja town was sold to couple of men who controls the lake and river, some industries at low prices during privatization. Now I’m hear it’s going to be center of spiritual power??? What kind of spiritual center? I wonder who is going to buy Nalubale(Lake Victoria) and the Nile River? I bet Aghan foundation. Give Ugandans back their lives/souls; By giving them their freedom, power to govern and own their natural resources, then you will see what the Spirit of God can do within 2-3 years through his chosen people. What you have tried to achieve in 40yrs, will be achieved within 4 years if you let children of the promised land build it. God’s promise can only be fulfilled by God’s chosen people. You can consult medium, sorcery, Duwa, etc. God is the initial creator, promisor therefore the ONLY one who can fulfill the promise. Generation after generation He has taken kings/leaders away who stands in in His path/promise. King Saul and David for example.

As you use the Bible please try to get the context of the verses you are referring to else you misinterpret the bible . You went off tangent when quoting Exodus 3:7 go back and study the scripture. Meanwhile you say that what has been tried to achieve in 40 yeras will be achieved in 4 . Give us the details and deide it into 4 years otherwise that is a hoax. I dare you in a discussion about these matters.
Thank you David, Exodus 3:7 is a response after children of Israel were being mistreated by the Egyptian. They cried out to their God. In short, oppression, injustice, discriminations, etc was the order of the day. Moses had been set aside for the job. As for this current regime, cadres and loyalist are playing the game of land grabbers, injustice, discriminations etc. This started when the president first lost to Besigye and then to Bobi. Concerning 4 years achievement; It’s all about a honest and trustworthy leadership. First and far most denounce witchcraft, sorcery and seeking mediums which is a big problem in Uganda as for today, this promote idol worship leading to envy and jealous, forcing God to hide/withheld promises, minerals(gold and silver) and other resources such as knowledge and wisdom(alcohol and drugs abuse kills creativity, and the future of any nation). Invite youth to explore and rebuild their nation with respect and listening to their elders, promote freedom of association, be serious about corruption and bribery not just offer lip service, promote research and implementation, make Ugandans own their country, not divide and rule. Ugandans don’t need handouts, they need to implement and build on their ideas(both educated and Uneducated)…generation ideas and make it better. Education and applicable leadership is key to achieving any goals. Leaders with clear vision both spiritual and physical would achieve the impossible within a short time. It’s a matter of asking everyone to join in rebuilding a nation, share ideas, respect each others, listen and learn from each others especially the older generation; what they tried, what worked and what didn’t work. I once had 200,000 shillings with amazing ideas to run a project. It was an older school teacher who advised me what we needed to do, and he invited other older/seniors to join in the idea. They became the cornerstone of a successful project until the “evil eyes” noticed and interfered. As a person who have lived both in the cities and villages of Uganda, travelled from east to west, north to south of Ug. Uganda is a virgin land with great possibilities. Sustainable Leadership(empowerment) and Organization is the key. Majority of Ugandans would work on volunteering basis for a short time, if they trust the person and believe in the ideas being promoted. All you need to do, provide them with basic facilitation.

Jamo, either in Entebbe or Kampala; except for special functions, for the 40 years and counting have you ever seen or heard about Mr. M7, wife and/or family voluntarily and regularly going to any of the Anglican/Catholic Churches? Nyet.
From Obote, Amin to Gen Tito Lutwa, all the former presidents whom Mr. M7 referred to as swine, voluntarily went for regular prayers in the nearest worship places. In the 60s, best known for his categorical ‘For God and My Country’ whenever made his closing remarks; while at Entebbe State House, Obote (RIP) always went for Sunday services at the Anglican Church across the road next to the Entebbe Golf Club, And when at his house in Kololo or Nakasero State Lodge those days, he and Miria Obote, attended Sunday Services at All Saints Cathedral/Church next door.
And Amin (RIP) who only feared God/Allah, went for the Juma prayers at the nearest Mosque without fail,. And Gen Tito Lutwa (RIP) was humble enough and attended Mass at the Catholic Church a stone throw down the road from the Anglican church in Entebbe.
Then, there were no such thing as turning the State House, Entebbe into a worship place, like from the recent past the empty pretentious Thanks Giving Prayers.
In other words Jamo, because he thinks he has become God, and in order to be worshipped, the man invites the Clerics to the State House for the so call thanks giving prayer, yet it is a concealed idol worshipping.
Unfortunately our spiritual leaders simply do not still get it.

Imagine, even Joseph Kony whom Mr. M7 demonizes; in the Garamba, DRC, South Sudan and/or CAR Jungles Kony made sure there is a Chaplain to pray for souls of his LRA soldiers, especially if Court Martialled and sentence to death by firing squad.
That’s the big spiritual and moral difference between Joseph Kony and M7.
