The Inspectorate of Government has ordered Bugweri district chief administrative officer (CAO) William Makune to expedite the dismissal of Fredrick Womakuyu from his position as district natural resources officer over allegations of lacking the required academic and professional qualifications.

In a letter dated April 7, 2025, Deputy Inspector General of Government (IGG) Anne Twinomugisha revealed that a probe by the IG’s regional office in the Busoga sub-region confirmed concerns raised by whistleblowers.

The whistleblowers had accused the Bugweri District Local Government of employing individuals with forged academic documents. As part of further action, Twinomugisha has directed the Bugweri district territorial police to launch a formal investigation into the forgery allegations against Womakuyu, who is currently serving in the district’s civil service.

According to the ministry of Public Service’s 2011 job descriptions and specifications for Local Government positions, a natural resources officer must hold a Bachelor of Science degree in forestry, environmental studies, land management, or a related field, along with a postgraduate qualification in management studies from a recognized institution.

The role also requires at least nine years of relevant work experience, including three years at a principal level within a natural resources management setting. However, Twinomugisha noted discrepancies in Womakuyu’s submitted credentials.

While he claimed to have previously worked for the Uganda Wildlife Authority (UWA) and the National Environmental Management Authority (NEMA), both institutions reportedly denied any record of his employment.

The deputy IGG has also used this opportunity to caution District Service Commissions across the country, urging them to strictly adhere to established recruitment guidelines and conduct thorough background checks to prevent the infiltration of unqualified personnel into public service.
