The United States government has terminated its partnership with Baylor College of Medicine Children’s Foundation Uganda (Baylor-Uganda), ceasing its operations across the country.
The decision follows a directive by US Secretary of State Marco Rubio, acting as the Administrator of the US Agency for International Development (USAID).
The move comes a month after US President Donald Trump imposed a three-month suspension on foreign programs, citing a need to realign US foreign policy.
In a notice dated February 26, Adam Cox, deputy director of the Office of Acquisition and Assistance at USAID, confirmed the termination, stating that the decision was made for “convenience and in the interests of the US government.”
“It has been determined and decided that continuing this program is not in the national interest,” Cox noted in the communication.
As a result, Baylor-Uganda has been instructed to immediately cease all activities, terminate sub-awards and contracts, and avoid incurring additional obligations.
Baylor-Uganda has been a key player in child and adolescent HIV programs across Uganda, providing HIV prevention, care, and treatment services.
Additionally, the organization has been offering reproductive, maternal, neonatal, child, and adolescent health care, tuberculosis (TB) treatment, and management of non-communicable diseases (NCDs).
Operating in 11 cities and 44 districts, the NGO was also responsible for conducting free medical male circumcision as part of HIV prevention efforts.
Despite the termination, the US government has been granting waivers for critical health programs to continue operating while the three-month policy review is underway. However, it remains unclear whether any of Baylor-Uganda’s services will be considered for exemption.
Pse be accurate in your reporting. The termination letter talks about the USAID project, which is the Eastern part of Uganda.
Baylor has other programs that aren’t USAID, namely CDC. So no, Baylor hasn’t folded, only one of it’s programs has been terminated.
Suspension of US Agency for International Development (USAID) to Uganda is a blessing & MUST be so until Ugandans bring down the tribalistic system & UNITE then put in place a real governance & ensure they have a country well governed.
If US Agency for International Development (USAID) & EU countries’ money given to Uganda, other African countries had been correctly used, the entire continent (cities, towns, up countries, villages) would be DEVELOPED by now – good housing, roads, clean water, power!
D. Trump is only trying to ensure USA money given to help those in need is not wasted for ever, while useless African rulers get richer with the given money but Africa incresing population gets poorer!
USA, EU leaders’ bank accounts/savings are inspected by Finance/Justice Services, is this so for African rulers?

EU MUST also suspend financial Aids to Africa, especially as more & more Africans are migrating to their well governed lands to have chance to Public/Social Services they don’t get, never will, in their shitholes while their useless rulers enjoy the money USA, EU give!

Mr Trump needs to just send some American personnel to monitor how this life-saving USAID money is spent, to ensure that the brainless and senile leaders and thieves in Africa especially, don’t divert it.
President Trump halted USAID , an otherwise excellent lifeline for impoverished countries from the American people, BUT which was being abused as political rewards, or diverted to bogus wasteful programs by senile African leaders, or even being stolen by powerful African thieves that have turned Africa belly up. African powerful thieves have sent the continent further into poverty and stupidity.
Where are the Chinese most African countries are running? The only things you get from them are the ones you are going to pay for. But then when it comes to donations and aid in all kinds of sectors your eyes are on the USA and Europe. you cannot have your cake and eat it too.
