Twiine’s wife demands answers from IGP over missing husband

The wife of former Criminal Investigations Directorate (CID) spokesperson, Charles Twiine, has expressed frustration over what she describes as the indifference and lack of transparency by security authorities following her husband’s mysterious disappearance.

Kate Kabagenyi said her repeated attempts to seek an audience with the Inspector General of Police (IGP), Abas Byakagaba, have been blocked despite the IGP being the last known person her husband met before vanishing.

“I have on several occasions attempted to meet the IGP, but I have been denied access to his office. He is the last person my husband went to meet, and he did not know why he had summoned him. I believe it is the IGP with the answers to where my husband went after meeting him,” Kabagenyi said.

Twiine was reportedly summoned by the IGP on the evening of May 13, and ordered to report to his office the following day without fail. The reason for the summons, according to Kabagenyi, was never disclosed to him.

Sources say Twiine did meet the IGP and his deputy, Maj Gen James Ochaya, in a meeting that lasted approximately 40 minutes. Afterwards, he was allegedly handed over to Special Forces Command (SFC) operatives who were waiting in a vehicle at the Naguru police headquarters parking lot.

Since then, Twiine has not been seen, and all his known telephone numbers have been switched off. His vehicle, however, remains parked at Naguru.

“The vehicle is still there in the parking lot, and I saw it yesterday (Monday). I have been told by his colleagues that they saw him and they don’t know what followed afterwards. That’s why I want the IGP to tell me where he went. I am just reading in papers that he was handed over to SFC, but can only get confirmation from the IGP, who was the last person to meet him,” Kabagenyi said.

She said the family has found it difficult to trace him through military channels, since the police have not officially acknowledged that SFC officers were involved in taking him.

At the time of his disappearance, Twiine had submitted his resignation and was scheduled for retirement in September. He was reportedly preparing to contest for a parliamentary seat in the 2026 general elections.

Twiine’s sudden disappearance has alarmed many within the force, with some officers privately expressing fears over their own security. Adding a layer of irony to his case, Twiine had just weeks earlier posted on his X (formerly Twitter) account in apparent support of state abductions and torture.

In a May 4, 2025, post, he wrote: “Watch me transition! From police officer to dreadlocked instructor! Then I’ll use my gratuity to build a house with 2 basements & teach Runyankore like a boss! September’s my retirement date, & I’m ready to level up.”

The post was widely interpreted as a nod to First Son and CDF Gen Muhoozi Kainerugaba, who days earlier had tweeted a chilling boast, taking responsibility for abducting and torturing Eddie Mutwe, the bodyguard of opposition leader Robert Kyagulanyi (Bobi Wine).

In the tweet, Muhoozi claimed he had personally tortured Mutwe in his basement, including removing his fingernails and “teaching him Runyankore.” Twiine’s post appeared to mirror that rhetoric, but his own apparent abduction now raises questions about the very system he seemed to defend.

Both police spokesperson Kituuma Rusoke and SFC spokesperson Maj Jimmy Omara have denied knowledge of Twiine’s whereabouts.
