Uganda Police has said it has no plans to arrest National Unity Platform (NUP) president, Robert Kyagulanyi Ssentamu, also known as Bobi Wine, nor to issue any specific guidelines regarding his anticipated return from self-exile.
Over the weekend, NUP announced that its leader is expected to return to Uganda after completing the first phase of his international engagements. Kyagulanyi left the country following the January 15 presidential election, reportedly travelling through Rwanda to the United States after spending two months in hiding, citing threats to his life.
Kyagulanyi has maintained that he continues to face threats while abroad but remains determined to return.
“Once I finish my work on the international stage, I’ll return to my country and let the regime do what it wants in full view; after all, I committed no crime by running for president,” Kyagulanyi said.
His departure came a day after documents dated March 16, 2026, from Gulu Central Police Station surfaced online, accusing him of making false statements under Section 25(9) of the Penal Code Act.
The leak led to the arrest and remand of a Gulu High Court intern, Gloria Grace Laker, who is alleged to have photographed and shared the documents. However, police spokesperson Kituuma Rusoke, responding to questions from journalists, said the police have no intention of arresting Kyagulanyi upon his return or issuing directives related to his re-entry.
NUP spokesperson Joel Ssenyonyi said the party has not received any formal summons for its president, despite reports suggesting Kyagulanyi is wanted in Gulu over alleged offences linked to the last general election.
“If you have charges against him, summon him so he can respond to them,” Ssenyonyi said. “On our end, we have been asking, but they are tight-lipped and are not saying anything, apart from rumors that he will be arrested upon his arrival and circulated court documents indicating that Kyagulanyi is charged with two counts related to the last presidential elections.”
Since the elections, Kyagulanyi and Muhoozi Kainerugaba, Chief of Defence Forces (CDF) and son of President Yoweri Museveni, have continued to exchange sharp remarks on X (formerly Twitter). Muhoozi has publicly threatened to arrest Kyagulanyi, accusing him and other NUP leaders of inciting violence following the elections.

Again, you’re far better off out of Muhoozi’s prison. Just let Etesot and many others know that they are being used as scapegoat for what happened during the insurgency, then more will join your side.
