Former Butambala County MP Muhammad Muwanga Kivumbi has been transferred to Butambala district, where he is expected to appear before the Chief Magistrate’s court, hours after resurfacing at Nateete police station following more than two weeks incommunicado.
According to his lawyer, Samuel Muyizzi Mulindwa, Kivumbi was removed from Nateete police station before his legal team and leaders of the National Unity Platform (NUP) could gain access to him.
The team, led by Leader of the Opposition Joel Ssenyonyi and NUP secretary general David Lewis Rubongoya, arrived at the station only to find that Kivumbi had already been driven to Butambala.
Kivumbi’s brother, Hajji Musa Lutaaya, told URN that at about 12:30 pm, Kivumbi was placed in a police vehicle and driven away under heavy escort.
“He has been put in a police vehicle, and right now they are headed to Butambala. I’m moving behind them,” Lutaaya said.
Lutaaya said he was neither allowed to speak to nor see his brother while he was at Nateete police station. He added that the family had not been informed whether Kivumbi was being taken to the Butambala Chief Magistrate’s court or what charges, if any, he would face.
Kivumbi resurfaced on Wednesday morning after he was reportedly dropped at Nateete police station by unidentified state operatives from an undisclosed location.
His reappearance came after he had been missing since July 9, 2026, when he was reportedly re-arrested by unidentified security operatives along the Masaka–Kampala highway, a day after securing bail from the International Crimes Division of the High court on terrorism charges.
During his disappearance, his lawyers and family repeatedly petitioned the High Court, seeking orders compelling security agencies to produce him or disclose his whereabouts. However, both the Uganda Police Force and the Uganda People’s Defence Forces consistently denied holding him in custody.
Last week, senior presidential assistant Gen Proscovia Nalweyiso told journalists that Kivumbi was being detained over allegations unrelated to the terrorism charges for which he had been granted bail, although she did not disclose the nature of the allegations.
His reappearance also came shortly after High Court judge Collins Acellam directed the Chief of Defence Forces (CDF), the Inspector General of Police (IGP) and the Attorney General to conclude investigations into his whereabouts and report back to court. In its response, the government maintained that it did not know where Kivumbi was.
By the time of filing this report, it remained unclear whether Kivumbi would face fresh charges before the Butambala Chief Magistrate’s court. Allegations by his lawyers and supporters that he was tortured during his detention had not been independently verified.
Maybe the police will say that they dug him from hiding, so the police will want to know he was hiding, but the public us saying police stopped him for enable his grabbing by gun men
But, where and what is the role of the IGP: to instruct and effect the arrest and prosecution of the wrongdoers, who abduct innocent Ugandans, hold and torturing them in illegal detention dungeon (basements), and after days and weeks dump them at police station of their choice?
In other words, who in his/her right state of mind can deny that: just like the notorious Amin’s State Research Bureau agents used to do from 25th Jan 1971 to 11th April 1979, the SFC under Gen MK sic our PROBLEM OF AFRICA, Gen Tibuhaburwa is worse than Gen Amin (RIP)?
