President Museveni in TororoThey also reminded the president of an unfulfilled promises for the construction of government schools in Nagongera, Kisoko and Sopsop sub-counties. Further, the minister noted that several sub-counties lack health centre IIIs and that Tororo hospital ought to be upgraded to a referral hospital. The minister also said the district suffers from inadequate staffing and lack of essential supplies in health centres. 

The residents also reminded the president to address the issue of dormant NRM party structures in the district. In his response, Museveni rapped Mbayo, saying he is fully aware of his responsibility as president and that the minister shouldn’t have wasted time reminding him of his responsibility as President of Uganda.
 
Museveni explained he can’t forget fulfilling on what he promised. Besides, Museveni said, his government has done more infrastructure developments in the country and in Tororo in particular including tarmacking of several roads, construction of several factories including the Hima Cement, Simba Cement, Guangzhou Dongsong Energy Group Ltd. 
 
“I know my kattala (responsibilities). You don’t have to waste time reminding me. If you total up of the kilometres we have tarmacked, they are much more than what is remaining. I have all of them in my head. So don’t waste your time reading.” Museveni told Mbayo. 
 
“When you come to ask about my kattala, first ask about your kattala. What are you doing about it?”
 
Museveni said the leaders have failed to bring their people out of poverty by transforming them from subsistence farmers into commercial farmers. He wondered how Tororo residents earn money because, he, said all his saw on his way to Muwafu primary school were a few withered gardens of potatoes and cassava that could do with some fertilizers.
 
“Where is the money? How do you people earn?” Museveni asked.  

He promised to host LC III chairpersons, councilors, MPs and religious leaders from Bukedi region at his demonstration farm in Mayuge district and teach them about modern agriculture.

 
UNITED AFRICA
 
Museveni said it was not enough to celebrate the NRM day without understanding the principles of the  NRM which are patriotism, unity and social economic transformation. On patriotism, Museveni said it’s alright for Ugandans to think and believe in their tribes but they would be better off if they thought about Uganda, East Africa and Africa as their belonging. 
 
“NRM has carried out analysis on the uselessness and poisonousness of sectarianism. Respect every body’s culture but believe in the unity of Uganda. We believe that even the unity of Uganda is not enough. In order to guarantee the prosperity of Uganda, we need East Africa. The other day there was so much maize in Uganda that led to the collapse of prices yet people in Sudan were rioting that the prices for food were high. So you can say the locality of Africa. So have the spirit of Uganda and the spirit of Africa.” said Museveni.
