The High court has issued an arrest warrant for Rachel Ciconco Mbabazi, a board member of National Water and Sewerage Corporation (NWSC), who is said to be in hiding after failing to clear an outstanding debt of Shs 450m.
The troubles for Rachel, who is also a daughter of former prime minister Amama Mbabazi, started in 2016 when she borrowed Shs 150m from Buyanga Multiservices Ltd and offered her house in Munyonyo as collateral.
However, she failed to service the loan. This prompted the company to seek legal redress in 2017. In 2021, High court ruled in the company’s favour and directed Rachel to pay back the loan plus damages at 25 per cent per annum.
Still, court records show she still failed to pay up. Buyanga Multiservices Ltd is owned by Julius Kajwengye, a brother to late Keith Muhakanizi and Denis Abasa, the Mogas Uganda managing director.
By May 2024, the interest had accumulated to Shs 400m. In the circumstances, court issued a warrant of arrest in execution to a one Aloysius Lubowa of T/A Falcon Asset Recovery as a court bailiff.
However, the said bailiff was not able to recover the judgement debt from Rachel, prompting Buyanga lawyers of Katabarwa Herbert and Co. Advocates to give debt collection instructions to Moses Kirunda of Superlink Auctioneers & Court Bailiffs.
At the moment, court documents indicate the debt has accumulated to Shs 450m. Reached out for a comment, Kirunda acknowledged that he will arrest Rachel at the slightest opportunity. According to reliable sources, Rachel is being protected by powerful people in government and NWSC.
