In a quiet but decisive moment in the build-up to Uganda’s 2026 general elections, Agnes Kunihira Abwooli has been declared unopposed as the National Resistance Movement (NRM) flag bearer for the Female Workers member of parliament seat.

The announcement was made Monday by NRM Electoral Commission chairperson Dr Tanga Odoi at the party’s headquarters in Kampala.
According to Dr Odoi, Kunihira’s sole opponent in the race stepped down, paving the way for her unchallenged return. With the nomination period closing the same day, Kunihira was officially confirmed as the party’s sole candidate for the position.
“I thank the party and the workers who have continued to place their trust in me,” Kunihira said after her declaration.
She used the moment to lay out her policy priorities for a second term, drawing attention to the widening salary disparities between Arts and Science teachers.
“The ongoing strikes by Arts teachers are not political stunts; their grievances are real and rooted in inequality,” she said, adding that she hopes an upcoming meeting with President Yoweri Museveni will yield tangible solutions.
Kunihira also raised the alarm over a growing labor trend in Uganda: casualization. Increasingly, both skilled and unskilled workers are being hired on short-term or informal contracts, a pattern she argues undermines job security and workers’ dignity. “We need to rethink employment in Uganda,” she emphasized.
“People should not be qualified professionals by day and casual laborers by contract.”
On legislative progress, she noted that the Employment Bill—passed by parliament—is still awaiting presidential assent. She called on the President to sign it into law, warning that any further delay only prolongs the exploitation of Uganda’s workforce.
Regarding the long-awaited national minimum wage, Kunihira revealed that the president has asked for more data, prompting plans for a sector-by-sector study to determine appropriate wage benchmarks across industries.
As Kunihira secured her seat without a contest, other aspirants arrived at the NRM Electoral Commission offices seeking nominations for various positions. Among them was seasoned lawyer Dr James Akampumuza Rutanga, who formally entered the race for Ndorwa East constituency in Kabale.
“I am here to serve,” he told journalists after his nomination.
