Former Criminal Investigations Directorate (CID) spokesperson Charles Twiine has been charged with inciting violence, hate speech, malicious information, and conspiracy to commit a felony, offences linked to an alleged plot to attack and kill President Yoweri Museveni and his son, Gen Muhoozi Kainerugaba, the Chief of Defence Forces (CDF).

Twiine appeared today, Thursday, before Buganda Road chief magistrate Ronald Kayizzi, alongside Noah Mutwe, a bodyguard to National Unity Platform (NUP) president Robert Kyagulanyi (Bobi Wine).

Mutwe has been in detention for the past two weeks. According to the prosecution, Twiine used electronic social media messages to incite Mutwe also known as Mitala Noah to “attack and cause the death of the President of the Republic of Uganda using pavers,” allegedly motivated by Museveni’s political views and position of office.

The same accusation was extended to a similar plot against Muhoozi. The state further alleges that Twiine and Mutwe violated provisions of the Computer Misuse Act by sharing content intended to promote tribal hostility and defame public officials.

Among the contentious statements, Twiine is accused of calling speaker of parliament Anita Among a “rotten human being” and the chief sponsor of killings in her Bukedea district.

He also allegedly described deputy speaker Thomas Tayebwa as a “money launderer, masquerader, and fraudster.” Furthermore, Twiine allegedly referred to Gen Muhoozi Kainerugaba as a “fat pig and crook” and labelled Gen James Birungi a “crook and killer.”

He also allegedly called the Bahima tribe “killers”, a statement the prosecution says was intended to promote hostility against the ethnic group. Both Twiine and Mutwe denied the charges. The court remanded them to Luzira Prison until June 5, when they are expected to return for further proceedings.

The case against Twiine has sent shockwaves through the security and political establishment, given his  past role as a high-ranking police spokesperson and his public support of state abductions and torture.

  1. In Uganda today any thing is possible. I have always seen the CDF uses tribalistic statement on social media but no one has ever taken him to court

    1. He insults, humiliates, threatens, uses hate speech and bemeans people but have ever heard any criticisms or complaints about him? Infact some people are proud of him and say how great he is and want him to be the next President. That is how these hypocrites encourage him in his acts.

        Hypocricy has become so rampant , so pandemic so much so that most of it now passes unnoticed.
        Look at this: only a few days ago , Hon. Ssenyonyi was blasted by dismissive Speaker Anita Among for bringing up petty issues that deserves no parliamentary attention. Hon.Ssenyonyi`s ( petty) issue was about the things that Gen.MK puts on Social media space. Unimpressed , Speaker Anita guided that her parliament cannot rely on material from social media . Why ? ” because anybody can put something there.. we don`t know if it is CDF is the one who puts those things there”
        Right !
        Not long ago though, Speaker Anita Among claimed to have been victimised by one Computor misuser: Hon.Zaake. She single-handely accused , prosecuted, judged , convicted and punished the ” abuser” by removing him from his position.His home was raided by collectors.

        Back then , it was not comprehensible that there was room for an argument that probably ,Ms Among ” did not know who put those things there…”

        1. On another note , only a few days ago ,the always amazing Speaker Anita Among was, again , not impressed when Hon. Semujju Nganda dared read a report about UPDF activities in Kongo. She rebuked that poor guy and told him not to read the word “rape”. Her judgement was it was vulgar language that shall never be used in her parliament. She and Hon. Ekanya were not happy that Nganda was putting the name of Uganda to SHAME . Ms. Among promptly instructed Hon.Nganda to : ” Love Uganda” ! Lol.
          Hon. Nganda sarcastically replaced the vulgar word with “sexual crimes” after he had explained that he was only reading from the text that originated from international Authorities. End.

          Only a day later , it was Hon. Ogwang`s turn to make a point: he looked like he had made a decision that in order to support the CM law , he must get really personal:
          ” My Mother was RAPED by Karamajong as I watched”, he pronounced as he sobbed .
          Wow ! I still wonder if supporting a law should cost that much.

          Anyway , that vulgar word from Nganda had suddenly become something else . Speaker Among saw no problems with a man putting his own mother to public SHAME as long as Ogwang was making a point .
          At this point , our intellectual air has been sadly contaminated by hypocricy , fakery , dishonesty , forgery ..name it.
          We can only wait for the bottom to fold in.

  2. In other words, BLAME THE VICTIM!

    To the whole wide world (www), it was ok for MK to threaten to behead Hon Kyagulanya. It was also ok for MK to threaten to cut off the small legs of the BUFFOON, Gen Peter Elwelu.

    And to the www, it was ok for MK to threaten to hung or put Dr. Kiiza Besigye on a firing squad on Hero’s Day, etc.

    BUT it is now unacceptable for any Ugandan to even think about the death of our 84-years-old “PROBLEM OF AFRICA”. Nor touch the hair of Gen Muhoozi’ chinny chin chin. Blah blah black sheep have you any wool?
