
A European friend who has spent time in Uganda recently told me that once one lands into this country from another African country, they are hit by the ruins of neoliberalism to a scale they have never seen before.
He called it an ‘apocalypse’ to underscore an absolute condition of foreign takeover, and domestic collapse. It is a zombie-like condition, something like life after a nuclear apocalypse with zombies and the half-dead roaming the place.
(Well, the ministry of Health said 14 million Ugandans were mentally unwell – and that there could be many more). Because of the ruins around the country, everyone wants to suck the blood of the other.
Everyone is a vampire, not because they are genetic vampires, but because Museveni’s neoliberal embrace has really forced us to the wall. It is not just that everything is broken down or that core public infrastructures have been simply forgotten and left in ruins (especially as regards public transport, education and healthcare).
But that foreign corporations run the country. They are in charge of our economy and are milking every part of it, leaving the natives with bare bones.
Consider the banks, which charge extortionist interest rates – between 20 per cent and 35 per cent – sadly on entirely racist grounds (that African are untrustworthy), while making sure local competitors are closed down – as Auditor General John Muwanga shocked parliament in 2021.
Consider the gold miners, who have decided to remain unknown to the Ugandan public. The telecoms (specifically, MTN and Celtel/Airtel), which signed monopoly contracts with the government of Uganda – and any new player has to work through them, which actually means paying them – in a supposedly free market economy.
Consider our agro-business sectors, Lake Victoria, coffee, et cetera. All these things are dominated by foreign bullion vans. Consider that while foreign businesses enjoy tax breaks – for over ten years and can close and open the same business under a new name for another tax break – in addition to free land and other perks, the Ugandan businessperson is taxed straight from the acquisition of a loan.
Startups have noted that if a business borrowed Shs 5m from a bank, while the books show Shs 5m in credit; the borrower’s account is debited by less than Ush5m because of related charges and taxes. What world is this?
OUR BLIGHTED LIVES
A white businessman I randomly spoke to aboard a flight to Kampala would, nonchalantly, tell me that they – as foreign businesspeople – are ever shocked by the amount of stuff they can get away with in Uganda especially as regards breaking international labour laws.
While neoliberal policies were enforced onto all of sub-Saharan Africa (except Ethiopia then), Uganda is a special case. It is an apocalypse. For folks that have been lucky to visit the rest of black Africa, things are really different.
The biggest banks in both Kenya and Tanzania are public banks. These countries actually have a functional public transport system, which includes busses and trains.
A Kenyan mother soon-to-go-into-labour, told a Ugandan medical worker at a supposedly fancy private hospital that she had to return to Kenya because their public hospitals were way better than anything Uganda offered on the private market.
To this end, while those countries are still under neoliberal occupation, they have managed to craft space for their natives to thrive. Tanzanians, Zambians or Kenyans might not be really well-off – say as North Africa – but their condition is not as bad as Uganda.
The leaderships in those countries still have a bit of heart for their nationals. They fight to empower them and create space for them. Indeed, Kenyans are standing up against William Ruto because he is trying to do a Museveni on them – fully embrace this neoliberal virus.
MUSEVENI IS A WEAK PRESIDENT
In our time – under this neo-colonised world – the measure of the strength of a president is not in how much they stay or stand over their people.
But how much they are able to stand up against an empire – against his new wave of colonialism masquerading as Western benevolence: against the marauding corporations, against IMF and the World Bank.
Measured against this yardstick, Museveni comes off as the weakest in our history. Indeed, this explains his longevity in power. Pundits tend to humour themselves about Museveni’s genius.
They claim that the man is a ‘strategic thinker,’ with a good ‘intelligence network’, and ‘is also very brutal,’ and these things have kept him in power. On the contrary. These are things that one pulls off when they are confident about their backers.
Even Israel cannot pull these things off against helpless Palestinians if they didn’t have America holding their back. Dear reader, had Museveni attempted to empower his compatriots economically – exactly by refusing to auction our economy to foreign corporations – he would be branded a ‘communist,’ (which he is not) and either bombed out of office or sanctioned to the bone. In just one phone call, they will demand that he leaves office.
See, American problem with Cuba’s Fidel Castrol was that he “listened to his people too much.” Indonesia’s Suharto had his 32-year-old rule come to an immediate halt the moment he exhibited hesitance to embrace neoliberalism. You cannot imagine the amount of pressure Prime Minister Meles Zenawi came under for choosing to empower his people.
The beauty with other countries is that they have found life through change. Because every time a new president comes on the scene – especially through elections (I know) – they are allowed or are able to craft themselves a small space to wriggle themselves out of the IMF-WB conundrum.
Because these new colonial institutions are forced to deal with a new team entirely. This is what Uganda has been denied all this while and explains our condition in the context of our neighbours.

Thank you for the insights but I think it boils down to, are UGANDANS aware of what they want ?
Do they know that they deserve better, do they have leaders not opportunists who have told them as much ?
If leaders actually tell UGANDANS these things; problem and solution, life will be easy for everyone.

In this day of ease and low cost of spreading messages, how many have actually spread meaningful messages ?
How many have actually mobilised people meaningfully ?
If for instance, a thief was identified and how he stole and people were told where he lives, who he associates with, wouldn’t the population “sort” him out by publicly shaming him and his known associates?(It would be a sort of “banishment” while still in society)
Wouldn’t this “campaign” force others to “behave” ?
We have a society that has people who are dishonest and others who want to be lied to.
Explanation
We are going for campaigns. You will see people blaming police and the army for not campaigning yet they can easily craft and spread their messages over social media…
Others will call for “reforms” yet they know it is too late and they do not have the numbers…

Just to think about:
If all Ugandans knew that Mr. Besigye and other political prisoners where wrongly imprisoned in Luzira and they all marched to Luzira asking for admission around 3,000,000 Ugandans(knowing the full capacity of Luzira is below 10,000) wouldn’t the executive fearing the “bursting” of Luzira and hence the escape of actual societal criminals release him ?(You imprison one of us you then have to imprison all of us)
Same goes for “our” masters. Can’t the same approach be used ?

This approach works; during the “Among must go” circus some protestors were “roughed up” at CPS- a family photo was displayed on social media and some phone numbers were disclosed. Few moments later…the police came out apologetically.

That is clearly illustrated in your opening remarks, “are Ugandans aware of what they want?” I’m on record and have asked, do we, Ugandans, know what we need and deserve? You went further, “Do they know that they deserve better, do they have leaders not opportunists who have told them as much?” I have said it here that we have a leadership deficit! We’re in a quagmire or rather a fix; on one hand, M7 has completely ruined our country and on the other, the opposition, currently led by Kyagulanyi/NUP, are mere opportunists and are in it to only make money! M7 has made politics a business to make money and built on corruption and violence. Corruption and violence begets corruption and violence! 3 innocent people were killed recently in the NRM primaries! We’re recycling bogus and violent election over and over again and expect different results! In the mean time, M7 is giving away our nation to foreigners in the name of “investors.” M7 gives foreigners land, capital, tax break and security. Natives join politics to make money, but not to bring change. Like Mpuuga or better still, Kyagulanyi! Mpuuga awarded himself Sh. 500m while he was the leader of opposition in parliament! It’s unclear how much money does Kyagulanyi make, but it’s safe to say that it’s about Sh. 2bn a year!
So, how are we going to get out of that quagmire without leadership?

The article above talks about the ruins of our country, and M7 dolling out our nation to foreigners. REAL POWER in Uganda is with the PRESIDENCY.
If you are to blame anyone for “bogus and violent” elections blame those who aspire for; MPs and Local Council positions.
These are token positions with NO REAL POWER.

1. Can an MP fire an army commander or police commander who “tortures” him ?
Can he fire a toilet cleaner?
Can he appoint a driver ?
Can he dismiss a cook ?
Can he reshuffle a gate keeper anywhere in Uganda by the authority of being a Member of Parliament ?
2. Can a Councilor fire a C.A.O, Town Clerk, cleaner, etc in reality in Uganda right now ?
Then why are they so hotly contested ?
Aren’t these “ASPIRANT’S” merely opportunists taking Ugandans for a ride ?
The problem is GENUINE people are surrounded by opportunists…
If I wanted to change Uganda, I would focus on the PRESIDENCY, the rest is talk…

You can’t convince me that if Ugandans said we want change and GENUINELY acted right from village level, “my Jaja” would stay the night…(the so-called “majje” are sons and daughters of the “oppressed”, my “mama” did not “push” all the “majje”, we know where those they “pushed” are…)

Talk about the multitude predatory foreign banks. E.g., each time I hear KCB advertise over Radio One, I cringe with emotional pain because, we had our UCB, which Mr. M7 and his NRA/M robbed some of branches to fund the subversion and organized murder of Ugandans in Luweero. And when they captured; in cahoots with his step brother, Salim Saleh went on to disposed it off for a song, together with all its branches and fixed assets such as: land, buildings such as staff accommodations countrywide.
It hurts that: the most unpatriotic and anti Ugandans, are the ones parroting to their honest and hard working AND exploited Ugandan victims, to be PATRIOTIC.
After they liquidated the Uganda Airline in the 90s, many air traveling Ugandans must remember how they were often humiliated by the Kenyan Airway staff; especially whenever they (Ugandan) complained over delayed departure or poor service.
The KQ staff would mockingly ask Ugandan passengers the whereabouts of their Uganda Airline.
Who in his/her right state of mind can still deny that: Mr. M7 is ANTI UGANDANS and an Imperial Domestic Colonialist? The man is anti Ugandan because, almost by birth he has been militarily fighting Ugandans, by martialling all the national resources and foreign allies for that purpose.
In other words, the NRA/UPDF has never been deployed to fight any foreign enemies/country, but armed to the teeth and deployed on Ugandans, such as the in/famous Kawempe Bi-election and recent NRM Primaries.
They are in DR Congo with armoured vehicles and tanks, in pursuit of Ugandans and NOT Congolese. They were in Central Africa Republic (CAR) with helicopter gunships in pursuit of Ugandans but NOT the army of CAR.
In the name of Joseph Kony and the LRA, for 20 years the NRA/UPDF had been fighting Ugandans especially the people of Acholi Sub-region. Indeed term, ‘apocalypse’ best define the state of affairs in Uganda.

M7 gives them capital, land, tax break and militant security. On the other hand, natives are paying all kinds of taxes and high interest on money borrowed from foreign banks! M7 has used all possible ways to force natives out of Uganda to look for greener pasture overseas! Not only militants grabbing land from natives, but also poor innocent natives are selling their land to send their children overseas for “Kyeyo!” Only to find out that they jumped from the frying pan and fell into the fire!
With all that in mind, Kyagulanyi [as the leading opposition figure] is misleading poor and vulnerable innocent people into bogus and violent elections, with clear knowledge that he can’t win and will never bring change through bogus and violent elections! In the 4 years ever since Kyagulanyi stood against M7, corruption and violence are the prevailing custom or state of affairs in the worst form ever! So, if the 2021 bogus and violent elections produced the worst prevailing custom or state of affairs, what makes Kyagulanyi believe that the 2026 bogus and violent elections will produce anything different?
At some point, reading through this, I thought I was reading Ngugi’s works.
I am surprised that some people still refer to Uganda as a democracy. It is a charade. For starters, M7 is not stupid. He has allowed his son to issue seemingly stupid tweets by design. The charade of democracy ends with M7’s reign. The country is being prepped for what is coming upon M7’s death: undisguised military rule.
Upon M7 passing, MK will grab power by force of arms and declare Martial law in Uganda; Parliament will be abolished; no more elections, the country will become a military dictatorship, and traditional leaders will likely be abolished by MK.
Wake up people. Does any right-thinking Ugandan think that MK’s behavior is designed to win him favor/democratic votes from Ugandans? Get sober, M7 and his son are telling you that his ascendence to Statehouse will not be by the power of the ballot but the power of the gun. Ugandans are hence being softened now to accept MKs absurd behavior … so that the coming undemocratic transition onslaught will be viewed by you all as simply MK being MK…absurd.
I found the recent words of a seemingly staunch NRM insider most enlightening. He said: it eventually dawned on him that he and many others like him have all long been escorts to M7 to a destination only M7 knows. He concluded that he now realizes the destination has never been about Uganda but about M7.. singularly. It is for this reason that many former staunch NRM insiders have been thrown by the wayside along the way.
