Ex police boss AIGP John Ndungutse

Security agencies have launched investigations into an incident in which retired Assistant Inspector General of Police (AIGP) John Ngayure Ruhindi Ndungutse was allegedly assaulted by a group of police officers and Uganda People’s Defence Force (UPDF) soldiers at the gate of the tally centre in Kanungu district.

Ndungutse had contested in the National Resistance Movement (NRM) party primaries for the Kinkiizi West County parliamentary seat but lost to the incumbent member of parliament, James Ruugi Kaberuka. The alleged assault occurred on the morning of July 18, 2025, around 11:10 a.m., shortly before the official declaration of Kaberuka’s victory.

According to eyewitness accounts, Ndungutse arrived at the Kanungu district headquarters, where vote tallying was still underway. Security personnel manning the main gate reportedly ordered him and his escort to step out of their vehicle.

While the retired police chief complied and began to explain his presence, a confrontation is said to have erupted when a UPDF soldier, identified as Lt. Patrick Zirimo, approached and challenged him.

Witnesses say that when Ndungutse resisted further demands, additional officers joined in, escalating the situation. During the altercation, Zirimo allegedly grabbed Ndungutse by the neck, punched him on the right cheek, kicked him in the lower abdomen, and damaged his rosary, which the former officer claims was worth €150 (about Shs 620,000).

Maj Kiconco Tabaro, spokesperson for the UPDF 2nd Division, confirmed that the matter is under active investigation. “Investigations are ongoing, and appropriate action will be taken based on the findings,” he said.

The case has been formally registered at Kanungu Police Station under CRB 440/2025. As of now, no arrests have been made, but calls for accountability are growing amid heightened scrutiny of the role of security forces in the electoral process.

  1. Such pity for the person of Ndungutse’s kind, a highly respected anti-terror intelligence officer globally. By any discipline, the army officer would not even issue orders to retired AIGP due to seniority. But times have changed so much that this happens. Because we bring them to the polls where they treat civilians shabbily, they are not afraid doing the same to anybody; making the rest of us wonder whether their actions are under the influence of something. And again, retired officers should be joining politics are independents of ant political parties; then we will know that they rendered non-partisan service prior.

    Let any senior officer know one time in life will be common man and victim.
    When God preaches justice you mean opposite until your time comes.

  3. Indeed it seems the old war lords of this NRM regime are determined to stay put in Uganda governance until Jesus comes back to earth. Many have been in employment with the public service administration for ages until retirement and now want to resume serving their NRM supporters for further terms or most probably until the end of their lives. They continue to take over the young citizens jobs left, right and centre as they greedily hold on to their retirement pension and their former reputable administrative positions!

A number of conclusions can be drawn from this very fact: it is yet another clear show that the army is, in fact, the true wielder of power in Uganda; all these otherwise public officers who, according to constitutional ideals, should be neutral are, in fact, ruling party agents who do all to enhance, in grace or disgrace, the will of the party; the brutal system that they so unconstitutionally support/condone will sooner or later march on them.

    1. You place alot of attention on people who have made their bed…they are supposed to sleep in it( if he was really “professional” while serving in police, there would not be any tolerance for that kind of treatment by his “successors” in the force(he should have lost some teeth).

    I have just seen a video featuring someone by the name “Felix Tumukunde” in Nakaseke(he was the highlight and I just saw him punching a guy in shorts)- in the video someone was shouting “shoot everyone” or something there about…(Lumbuye Video)

    The people who experienced that can find your home…this to me is home grown stupidity…(In Buganda, peace is maintained if everyone fears everyone else, without that you end up having the above nonsense)

    1. These pretenders of violence (these are a pampered generation who did not get to experience real violence) should consult their “heroes” on what the outcomes of “aggressing first” are.

    Think about this :
    1. Salim Saleh was almost killed by “his” troops in the Luweero war, he was saved by Matayo Kyaligonza- the issue was eating sausages while others were starving.

    Lesson
    You might think you have “followers” in your “violence” but when things get “hot” they can turn on you.

    2. I hear about self styled “teachers of some language”. These have never, to my limited knowledge been in a real war situation. They are involved in simulations or “commanding”.
    Please do not be misled by such individuals. They are PROTECTED and you are not.

    Lesson:
    Some people are hard to get to even to revenge, do not get violent because you do not have the same protection.

    Please please please violence only breeds more violence.

    Be clean. Will you fear retribution if you have never hurt anyone ?

    4. I saw Mr. Rwashande with a pistol in public. What if he had shot someone even by mistake, would he have left that place safe and sound ?(Situational Awareness. General?)

    5. You are bringing guns into the reach of the public. What if a wrong element had dexterously separated the pistol from Mr. Rwashande?

    I saw videos from Mr. Lumbuye and I was asking myself if all those people with guns had had those guns stolen, what would be our current security situation ?

    We now have “foot soldiers(comedians) and “bicycles ” (body guards) how long before we have real “problems” because of your conduct ?

In other words Village Drunko, after going to the bush in Luweero that got thousands of Ugandans killed and properties worth trillions of money destroyed; because of an alleged rigged Dec 10th 1980 General Election, what will Our 84-years-old Problem of Africa now tell Obote (resting in peace his grave in Akokoro) about Erection Rigging and the violence going on with it in his very own NRM party?

    Ugandans must be reminded about what an NRM Hon Amama Mbabazi cautioned them during his 2016 presidential campaign against voting for MORE OF THE SAME THINGS: Election Rigging, Violence, Corruption, no/poor service delivery, bogus appointments and promotions, incompetence, etc.
