Kampala City Hall court has convicted and sentenced several individuals for walking on green belts (areas covered with grass) along major roads within the capital Kampala.
Among those convicted are Jonathan Amanya, Maurice Fred, and Denis Kato. Senior principal magistrate Edgar Karakire found them guilty of entering restricted green zones without consent from KCCA and sentenced each to a fine of Shs 150,000. By default, they face two weeks at Luzira prison.
The magistrate acknowledged that the individuals were first-time offenders and did not waste the court’s time, hence the relatively lenient sentences. Prosecution led by Charles Kutosi argued that the offence has become rampant across Kampala, with green grass disappearing in several areas.
He asked the court to issue deterrent sentences to send a message to potential violators. The convicts were charged under Sections 7 and 27 of the Local Government (Kampala City Council) Maintenance of Law and Order Ordinance.
The charges stem from unauthorised access to KCCA-maintained green belts in areas such as Yusuf Lule Road and Bukoto during ongoing enforcement operations. Kutosi revealed that since the onset of KCCA’s “Smarter City” initiative, more than 40 individuals have been prosecuted for similar offences, with varying outcomes — some fined, others remanded or imprisoned after failing to pay fines.
Meanwhile, dozens of others who denied the charges remain on remand at Luzira until April 25, 2025, pending the conclusion of investigations.
Under the leadership of executive director Hajati Sharifah Buzeki, KCCA has intensified operations aimed at beautifying the city, including crackdowns on illegal garbage disposal and restoration of green spaces along city roads.

Yee banange have you seen boda bodas riding on pavers? I thought this was a pedestrian walkways or are the boda bodas also considered pedestrians??
Have you dealt with garbage in Kampala streets slums and the whole country? How do other countries manage? Grass walk offending should be last offense/law to be implemented we need this city clean… sometimes I wished I had a car and just drive through this country and announce ear to ear, some times boda bodas ride through pedestrian walkways and knock down pedestrians, the pedestrian in this country don’t consume the right to use of the road yet the government is silent about!!
Why don’t you even ban boda bodas in this country or pass strict laws that will govern their use!! Please country Uganda help!!!
There are no pedestrian walkways on many of the roads, and wherr they exist one competes with bodas and hawkers’ merchandise….!!

I would differ a little bit. I have travelled to some foreign countries beyond Africa but n3ver seen a City dark like Kampala!!!
Street lights aside, biulding owners switch off security lights after evening clean-up slightly after 7:30pm. We thought these belongs to rich individuals but shame upon these tycoons who treatbthe city like their homes!
KCCA should act fast as criminals use dark corners as hideouts to rob city duellers. Before KCCA bufgets go street lights atleast secutiyy lights should stay on bcos a poor man cant affort to erect an Arcade in the city. I call for KCCA investigate this seriously before i name tgese arrogant tycoons.
Zebra crossing are violated in Uganda by the bodaboda riders and some few drivers.
We few of them in the city Kampala of which most of them aren’t maintained by painting them to look new where by those who are violating use the excuses of faded marks
It is very right to arrest them coz we all need a clean and smart city, I requested this for along time but later God answered my prayer, also the boda need to be chased off the Cdb
They should make them do community service instead of jailing them and leaving the corrupt officers and officials in KCC and other sectors roaming around freely

Not impressed. First deal with Boda Bodas using pedestrian pavements, not observing traffic rules and this includes car drivers before you go after those walking on grass. Sometimes there are even no pavements at all
Solve the problem of traffic jams as well, boda bodas will disappear if public transport is improved
It is too soon to prosecute anyone on green belt related matters. Kampala is still far from assuming smart practices.
