President Yoweri Museveni has appointed Major (rtd) Arthur Mugyenyi as the new director of the Internal Security Organization (ISO).
He replaces the deceased Brig Gen Charles Oluka, who died on January 29, 2025.
Mugyenyi, who has been the director of political affairs at ISO, previously served as DISO Kibaale, Mbarara and Kisoro. He has grown through the ranks to become the new ISO director.
Museveni also appointed Tony Kinyera Apecu, deputy director ISO. Kinyera replaces Col Emma Katabazi, who was deputizing Oluka. Oluka died during family evening prayers, and it had taken two months without a replacement.
Haj Farouq Kirunda, the deputy State House press secretary, confirmed the appointments. Katabazi has been deployed as an ambassador in the ministry of Foreign Affairs. Oluka was extoled for controlling ISO’s involvement in scandalous acts such as ‘cooked up’ intelligence reports and suspicious robbery operations.

Nonsense, why appoint a “retired majo” when we have many active Officer to head ISO, is Mugyenyi Museveni’s relative oba mwanyina wa Janet!
Why would you bring a retired Officer back when there is fresh young blood full of energy to do the job. By the time an army officer retires he has gone through a lot and needs to rest his body and grey matter peacefully. Does the name ring a bell? Let retired people and save them from the hassle and stress unless you just want to keep them on the payroll as a favor
In these difficult times when there are so many qualified youths on the streets hunting for jobs and you bring back those in retirement really beats me
