Legislators probing into the alleged corruption, nepotism and operations at Uganda National Airlines Company Ltd have reportedly been warned to back off else they get killed.

But the chairperson of the committee on commissions, statutory authorities and state enterprises (Cosase) Joel Ssenyonyi has vowed not not to back off from holding corrupt public officials accountable for causing financial losses to the government, adding that they have surrendered their safety and well-being in God’s hand for divine protection.

Uganda Airlines CEO Jenifer Bamuturaki, and other senior officers have been fingered for lack of integrity and lacking prerequisite academic qualifications to steer successful operations of the national flagship and cargo carrier.

The MPs discovered that the Uganda Airlines board unlawfully endorsed the appointment of Bamuturaki by President Yoweri Museveni in July 2022 after a competitive process for the selection of the ideal CEO through a consultancy firm, PriceWaterhouseCoopers (PwC), was irregularly terminated.

The sudden end to the search process that cost Shs 95 million to recruit the CEO paved way for the ring-fencing of the position for Bamuturaki when she had not even applied for the job. The 40 candidates who had already applied for the position were henceforth sidelined when the process was halted.

The board, therefore, had no way of ascertaining whether Bamuturaki was certainly more competent that any or all of the 40 applicants. Further, Cosase also discovered that prior to her elevation as CEO, Bamuturaki, as the commercial director, and also doubling as the contracts manager connived with then CEO Ephraim Kalyebara Bagenda to exclusively solicit for Abbavater Group Limited to undertake public relations work for the airlines without competitive bidding process.

Consequently, the duo influenced the award of the service contract amounting to $540,000 (about Shs 2.067 billion) to Abbavater which flouted the procedures of the Public Procurement and Disposal of Public Assets (PPDA) Act of 2003.

Apparently, three legislators who spoke to URN and requested their names be withheld to shield them against further intimidations disclosed that they have already received phone calls from unidentified persons warning them not to probe the queries deeper or face ‘regrettable consequences.’

Ssenyonyi said that they received similar threats when they were also investigating Uganda Railways Corporation and Uganda Land Commission.

"Regarding threats, the job that we do is a difficult one. When you’re exposing all this rot, it is tough. There will be those who will want to hurt you but we have got a job to do and we’re not going to allow anyone to try to intimidate us. Yes, there are people who call and say; no, please go slow on this issue, don’t dig deeper. All those calls are hitting deaf ears as far as Joel Ssenyonyi is concerned. We shall get to the bottom of this issue, we shall dig out everything that has got to be dug out," Ssenyonyi said.

The MPs though expressed worry about the safety of their witnesses who have been crucial in sharing relevant documents to facilitate the investigation processes to hold accountable culprits who have misused public resources. 

The MPs' probing stems from the Auditor General's 2020/2021 report that implicated the airline for operating without the recommended staff and salary structures, operating at a loss, and flouting procurement guidelines.

These so-called Uganda Airlines officials are nothing but thieves. Yes a band of thieves who, after seing the declining energy of their foster grandfather- the king of thieves, are now so worried that they prefer taking cover by threatening Ugandans.

Indeed, they now know that their days are numbered. Most of their powerful men are dead and burried, hence decline of protection for them.

But our galant Legislators probing into the corruption, nepotism and operations at Uganda National Airlines Company Ltd should stand their way, unearth the devilish work these men and women are doing.

Whatever amount they have stolen will in the end be their juge, including the Museveni family that thinks everything in Uganda belongs to them.

Yes, they stole handsomely but have now realised that political and economic powers are running away from them. Everything they have stolen will be brought back, they like it or not.

My concern is pointing at the fact that the lawyers are doing their job , of which its supposed to be done that way. Then why are they being warned ?

If the hired company and the new appointed CEO are fighting hard to make things come up in right way, let the ugandans and the gorvnement allow the process . Let the lawyers do their work too in peace. Alice .k

It is Uganda Airlines not Rwakitura airlines. These vampires are a menace.When will they learn to axct responsibly...in their graves?

The so called CEO opportunist looked like the proverbial deer in the lights when asked how she got to the position. You mean you cant say no a questionable appointment?

No common sense at all? And her apologist who asks what would he do when given a directive...RESIGN IN PROTEST!!! that is what TRUE PATRIOTS DO, ,What a bunch of clowns.

You keep dreaming Museveni is immortal. You will rue that day when it happens. Watch this space .You and your children may be banned from public service in Uganda for 100 years.

to ensure tribally divided ruled Ugandans are

This is what we continue telling this money minded NRM Parliament. Such culprits of blantant corruption should have their fingers cut off one by one.

They should keep their employment at such a time until they have paid up all that money they have managed to pocket under the table. Their relatives can help them to try and pay up other than putting fear into other people's lives!

We have seen so many airlines fold up despite massive "financing propping up" from the government. who would have thought Nigerian Airways collapsing despite the vast oil revenue; Kenya Airways is another 'overfinanced entity' by the state and so many others.

We started on a knee-jerk decision, we never bothered to do our homework fully, relying on trade from 'kibanda trade' on Dubai routes.

At least one aircraft should have been a cargo freighter that would pick up cargo from any part of the world anytime of the day. And it could also be chartered by other airlines. HENCE we need 'veterans in this field to run this airline, not threats!

Ugandans must wake up to the fact that Gen Tibuhaburwa came to power through CORRUPTION. And origin of the word corruption is from Latin, "corrumpere", which means to break, destroy or spoil,

In corrupting, Mr. M7 started by destroying the lives and properties of Ugandans in Luweero. and in 36 years and counting he succeeded to destroy everything he found functioning in 1986, e.g:

1. The Uganda Airline

2. The Uganda Railway

3. All the Cooperatives and Marketing Boards

4. All the schools and Hospitals went to the dogs, or the dog went to these places.

5. He totally destroyed the Uganda police and all its infrastructure, by corrupting it with Militarism, etc.

In other words, what under the sun, hasn't Gen Tibuhaburwa corrupted (broken)? The man literally corrupted (destroyed) civil the service and/or public institutions

But Rubangakene, even with its multiple political crises, why hasn't the Ethiopian Airline Collapsed? I suppose it is professionalism.
