The government has suspended the return of Ugandans stranded abroad. According to a statement released today by the ministry of Foreign Affairs, the government will not accept any new returnees after July 4, 2020.

The move is intended to control congestion in quarantine facilities. The ministry of Health gazetted 37 quarantine centres in Kampala and Entebbe that have a total capacity of 2,500 rooms.
It is estimated that around 1,500 returnees will be affected by the decision. These who will have to reschedule their travel are Ugandans from North America, Qatar, United Arab Emirates, China and Malaysia who were scheduled to arrive next week.

Ambassador Patrick Mugoya, the permanent secretary ministry of Foreign Affairs, says that the return of Ugandans will resume after health officials have attended to those in quarantine centres.

At the start of the return process of Ugandans and residents, the ministry of Health had planned to have a total of 300 Ugandans return every two weeks. However, in a space of one week, more than close to 1,000 people have returned and filled up the quarantine centres according to Mugoya.

Those that have already returned are from South Africa, Turkey, India, United Kingdom, Switzerland, Italy and the United Arab Emirates. Tomorrow Ugandans in New Dehli, India are expected to return. 13 of the returnees have so far tested positive for COVID-19. All returnees will have to undergo mandatory institutional quarantine for two weeks.

I think we have one of the most disorganized Governments in the world.

Congestion in the gazetted centers is not an excuse to justify denying fellow Ugandans a chance to return home.

The issue of Ugandans returning home whether sick, dead or alive should never be subject to conditions no matter what.

This goes right to the core of the question of what it means to be a Ugandan citizen and what rights and responsibilities that citizenship confers upon you.

Mr. Museveni is throwing the doors open to thousands of refugees from neighboring countries as is currently happening (and it is the right thing to do) and he is shutting out or even delaying the return of Ugandans stranded abroad where some of them may be facing facing existential threats?

This is a constitutional and citizen rights issue. And that is why all countries the world over are working tirelessly to help (where they can) or enable their citizens back home.

Just set up more quarantine centers even if it means tents in open spaces. Dont set bad precedents of locking out Ugandans from their country. Anybody can become a victim of this illegality.

Just because one holds a position of responsibility or one of irresponsibility in the government of the day, does not give them the power to abuse citizen rights of Ugandans.

This government makes it hard for Ugandans to get passports but issues them to Rwandese, Burundian dissidents and Nigeria mobsters.

It gives foreigners Ugandan government scholarships both at home and abroad, it robs and gives Ugandan resources to so called foreign investors, exempts them from paying tax while not extending the same to citizens and much more.

Ugandans need to understand the real issues and unite, speak with one voice to demand what is rightfully theirs as a citizens and nationals.

Otherwise it does not mean anything, does not count for anything to be a Ugandan citizen. And the same Mr. Museveni asks to be 'patriotic' when paying taxes so that the supplementary budgets for his palace is replenished so that his partying continues? What a bunch of usurpers!

Mr. Museveni, do whatever you want to extend your rule, continue commadeering Uganda's resources to enrich yourself and your cronies.

But don't deny or even suspend Ugandans citizen rights.

This is as dangerous as it is unconstitutional and it sets a bad precedent where your government or the ones that come after yours (and there will be others after yours) use any reason or pretext to suspend or even strip Ugandans including your relatives of their citizenship. It is a slippery slope you are yet putting Uganda on.

Such inefficiency shows clearly that the fight against COVID19 in this country is only halfway.

If you cannot cope with the demands of your own people, how then can you open up this country for normal arrival and departure for the travelling public?

Under the tyranny of Mr. M7 wherever we are: here at home or abroad; we are Ugandans at our own risk. Under a tyranny foreigners are the VIPs and regime allies/mercenaries in as far as loyalty is concern.

Everything the man does in the name of Ugandans is just the hood, which he uses to dig in (fighting for himself and parasitic [kawukumi] family members).

In other words, the man who publicly declares that he is the Master of Violence, is logically the Master of Indifference.

E.g., in three months the govt has already blown up over Shs.700 billion in the name of Covid 19; most of it donations but stolen thru dubious procurement.
