The High court has issued an interim order blocking the parliamentary commission from paying Shs 10 billion to legislators to supervise anti-COVID-19 activities.

Justice Esta Nambayo issued the interim orders following an application by the Ntungamo Municipality MP, Gerald Karuhanga and Erute South MP, Jonathan Odur challenging the procedure leading to the allocation of the said money.   

Through their lawyers of AF Mpanga and Company Advocates, the two legislators contend that parliament breached its own rules of procedure when it smuggled the issues of the said money into the budget committee report without the consent of members. 
 
The Shs 10 billion is part of the Shs 304 billion supplementary budget approved by parliament on April 4, for anti-COVID-19 activities. Each MP is expected to pocket Shs 20 million. 
 
The petitioners note that parliament deducted the Shs 10 billion from the Health ministry and Security budget to disburse it to the legislators to purportedly conduct sensitisation activities using flawed procedures. 
 
They, therefore, asked the court to block the release of the funds, saying failure to stop the money that is expected to be drawn from the consolidated fund is likely to cause irreparable damage to the applicants. 

In her ruling, justice Nambayo issued an interim order stopping the release of the money pending the hearing of the main case on April 29. 
 
The attorney general and parliamentary commission are respondents to the suit. The allocation of the money to the legislators has been a subject of public discussion with many people accusing the legislators of greed.

Speaker of parliament, Rebecca Kadaga has repeatedly defended the allocation of the funds to legislators, saying for starters MPs have translated anti-coronavirus messages in local languages for their local communities,  only to draw more anger from the public.

You are probably correct. [Your data source seem to be better than mine]

I noted: (a) that the corona virus has now blocked her "foreign travel budget" line in the funds for parliament. (b) that she may now also fear making "foreign travel" following the fatigue involved that could land one into "foreign hospitals".

(c) factoring the sanitize project into this, I am inclined to deduce that she is now fully cooperating with the seasoned looters. Please have your say.

Courts cannot be judges of democracy.They are in Uganda useless tool and are only making huge disservice in many aspects and something has to done for them to make POLITICAL DECISIONS.

It has become norm of the day that they overturn many important decisions and the fact like ugly Nensy Pelosi in US Congress.

Mr President set up a watchdog and think thank group and make legal changes and cut nasty wings of idiotoc judges Who are they?

I think you might be missing the point here. The challenge is not to democracy but to Parliament not following it's own rules of procedure.

Without rules, what we are left with is a free-for-all i.e. anarchy. Is that what you are advocating for? The PC & AG have an opportunity to respond to this challenge. Whats's wrong with that? I'd suggest you wait for the substantive court decision on 29th April. Ironically the solution you are suggesting seems undemocratic.

1- In short Uganda ,has been a failed state - Long time ago.

2- On one side you have a 'Honorable judge ' stooping so low issuing shameful pronouncements in the move to deny Gen Tumukunde bail, On the other you have a one president museveni instructing all citizens to get permission to move in case they have emergencies, on top of locking up a country where 95% of the active workers are in the informal sector !!!, then now a Parliament now claiming to go on a campaign to talk to people who are locked in their matchbox rooms/ (mizigos ) !

It'l be interesting to see what the AG (Gov't legal rep) decides to do now that today it is reported that M7 is unhappy about the allocation of this money with no prior discussions in cabinet and reportedly (Daily (Monitor) calling it "illegal".

What say you Wainanchi? Do you stand by your sweeping comments about the judiciary being useless and idiotic?.Time to look at the man in the mirror my friend.
