Kadaga blocks MPs' debate on Boda Boda 2010

Speaker Rebecca Kadaga says MPs should not interfere with the court process
Speaker Rebecca Kadaga has halted any further debate on the operations of Boda boda 2010 in parliament, citing new developments in the matter.

Kadaga told the MPs today that although the conduct and lawlessness of Boda boda 2010 came up in parliament last year, the House can't debate the matter given the ongoing investigations by security agencies.

"Honourable members on the 28th of November 2017, Honourable Waila Majegere, MP Bunya East moved a motion for resolution of parliament to constitute a select to investigate the lawlessness of Boda Boda 2010 and other boda boda associations in Kampala. The motion was debated and the house resolved to constitute a select committee. However honourable members, in the interim, there is a criminal trial going on, there’s an investigation in the same area." said Kadaga.
She proposed that parliament halts debate on boda boda operations and follow the ongoing court proceedings against the top leadership of Boda Boda 2010 and its members.

The heated debate on the operations of Boda boda 2010 in parliament last year came up after some of the group members were implicated for attacking pupils of WinterLand Primary School for allegedly wearing the red ribbon, a symbol of those opposed to the lifting of the presidential age limit.

The pupils were heading to Entebbe to perform at one of the events commemorating the police week. The attack on the pupils and their teachers drew angry condemnation from the public who called for the arrest and prosecution of those behind the attack.

Police promised to apprehend those behind the attack and prosecute them. However, it is still an unclear whether any action was taken.

About two weeks ago, members of Boda Boda 2010 hit the news headline when they were picked up by the Chieftaincy of Military Intelligence (CMI) for their alleged involved in the kidnap and subsequent murder of Francis Ekalungar, the former accountant of Case clinic.

Ekalugar was kidnapped on January 2 near the ministry of Health headquarters as he drove to DFCU bank to deposit Case clinic's money. His body was found burnt beyond recognition in Kajansi in Wakiso district the next day leading to investigations that led to the arrest of the accused.

On Monday, the suspects appeared before the Unit Disciplinary Court sitting at the Chieftaincy of Military Intelligence in Mbuya and were remanded to Kigo prisons.

They were charged with five charges, which include failure to protect war material and being in possession of military stores.

Madam Speaker is once more spending her political capital carelessly, if she still has any left anyway.

Kadaga is being dishonest and she is contradicting herself.

The dispute is about Kitatta with his dirty maneuvers aided by police, not boda boda 2010.

She has already told the house that a motion had been moved earlier for Parliament to come up with a select committee to investigate the lawlessness of Boda Boda 2010 and other boda boda associations in Kampala.

In other words, because in the NRM "power is more important the law (Kitatta), Kadaga is a party to abetting crime and atrocities having been committed by the BB 2010.

Otherwise where is the Chief Violent Criminal Accomplice, Gen Kale Kayihura? He is now quiet like a cornered mouse.

This Lady Kadaga is at it again! Why overturn a parliamentary resolution, is she in order by hiding behind legalities?

It is still your time but one day this power will lower you, remember Madame Grace Mugabe when power lowered itself from her?
