Ochola transfers seven police officers from his office

Inspector General of Police Martin Okoth-Ochola has redeployed seven officers from his office in the first major changes since assuming office last week.

The seven officers between the ranks of Senior Commissioner of Police (SCP) and Assistant Superitendant of Police (ASP) are part of the more than 20 officers who have been working in the IGP's office under General Kale Kayihura, who was dropped on March 4 by President Yoweri Museveni.

The officers have been sent to other directorates and deployed in positions befitting their ranks. The seven officers include; Stephen Tanui who has been appointed as the deputy commandant Field Force Unit,  Richard Edyegu appointed deputy Director Legal Services, Anne Tusiime who is now the new deputy director Construction Division and Henry Turyahirwa who is appointed Deputy Director Welfare.
 
Others are Lawrence Niwabiine who is now the commissioner in-charge Welfare and Ester Akwango who has been transferred to the Criminal Investigations Directorate headquarters.

Most of these officers  were deployed to the IGP's office as a punishment. Despite their being deployed in the directorate, they were not assigned any work.

For example,  Niwabiine who was formerly the Kampala Metropolitan Police traffic commander, was sent to the IGP's office during the 2016 general election campaigns after rumours circulated that he was in the Amama Mbabazi's camp basing on the wife's relation to the Mbabazi family. 

According to the message signed by Ochola and released last evening, the transfers and appointments of the 23 officers takes immediate effect.

Also transfered is the director Counter Terrorism John Ndugutse who has been appointed the police attachee to the Uganda's High Commission in Nairobi. 

Ndugutse is now replaced by Abbas Byakagaba who has been the director Oil and Gas. The deputy commandant Kampala Metropolitan Police Ezekiel Emitu has also been transferred to Aswa policing region as the regional commander.  He is replaced by Dennis Namuwoza who was two weeks ago appointed regional police commander Kampala Metropolitan South. 

Fadhil Kaali, who was appointed deputy director oil and gas two weeks ago has been brought back as commandant Field Force Unit.

The existential anxiety of former IGP, Gen Kayihura's close confidants (Zealots, Hench and hatchet men/women) must be intense.

In other words, being deployed and/or employed under the bias influence of favoritism, cronyism, tribalism, at the expense of others and institution will always backfire. It is not a privilege but a curse with a price to pay.

Sir, the cards need resuffling as the game progresses.

Some of those guys were deployed, (not)promoted, etc, on the asis that the Banyankole are the most qualified.

Well, it is still my hope that the rest of us, fellow Ugandans, will not want to prove that either way.
