The UPDF has been shaken by the discovery that some of the battle-hardened Al Shabaab militants it is fighting in the volatile Somalia were trained here at home.

Highly placed military sources have told The Observer that the commander of the Ugandan peacekeeping contingent in Somalia, Maj. Gen. Nathan Mugisha, has advised the Commander of the Lands Forces, Lt. Gen. Katumba Wamala, to put the UPDF and other security agencies on “extra alert” as the Ugandan-trained Islamists could plan a terrorist attack in the country.

The UPDF has been secretly training Somali forces at Bihanga Military Training School in the Western Uganda district of Ibanda. The Observer has been told that the UPDF was shocked when it discovered that one of the Al Shabaab fighters killed in the recent fighting near Medina Hospital in Mogadishu was one of those trained by the Ugandan army at Bihanga.

Another Islamist fighter who was injured in the same fighting was also Uganda-trained, raising fear that the UPDF was unknowingly training fighters for Al Shabaab, a suspected extension of Osama bin Laden’s Al Qaeda.
“AMISOM has discovered that one [of the Islamist fighters] who died and one of the injured were trained by UPDF,” our source in Somalia said.

He added that this had confirmed fears that some of the Somalis trained in Uganda had turned their guns on the peace-keeping troops. According to this source, the injured Al Shabaab fighter who is now undergoing treatment at the UPDF’s field hospital in Mogadishu, would be interrogated after his recovery.

Lt. Col. Felix Kulayigye, the Army Spokesman, told The Observer that he was not surprised that some of the Somali forces trained in Uganda had defected to Al Shabaab and turned the guns against their trainers. “If Jesus was betrayed by his own disciples, how about human beings?” he asked.

Kulayigye explained that the Somalis are being trained at Bihanga under the African Union mandate. Since 2007, one and a half battalions have been trained there.

“It is to build capacity for the peace team. We have trained Somali police and so has Kenya and other neighbouring countries,” Kulayigye said in a brief phone interview on Saturday.

The development comes hot on the heels of another revelation by the African Union Special Representative for Somalia, Wafula Wamunyinyi, that some of the Al Shabaab fighters were actually Ugandans.

According to AMISOM Spokesman, Maj Ba-Hoku Barigye, the three Al Shabaab fighters he met spoke Luganda, Kifumbira and Ateso. He said one of the Ugandans told him he was a member of the Allied Democratic Forces (ADF), a rebel group that operated in the Rwenzori Mountains along Uganda’s western border with the DR Congo.

Uganda and Burundi are the only African countries that have committed forces to the volatile Somalia that has not had a functional government since 1991 when President Siad Barre was overthrown. Although there is a transitional government in place today, its stint has been disrupted by tribal fighting.

Uganda’s presence in Mogadishu has caused some discomfort in Kampala, after one of the insurgents’ leaders, Sheikh Ali Mohamed Hussein, threatened in a statement in October that Al Shabaab would attack Bujumbura and Kampala in retaliation for an incident involving the peacekeepers, in which about 30 civilians died.

In response, President Museveni warned that the Al Shabaab would regret its decision if it ever attempted to make good its threat.

“Those terrorists, I would advise them to concentrate on solving their problems. If they try to attack Uganda, then they will pay because we know how to attack those who attack us. Al-Shabaab wants to drag us into their war, they shell us and then they also shell Bakara, then they tell people there it was AMISOM (AU peacekeepers) who killed civilians,” said Museveni, said at the closure of the African Union summit on refugees.

More than 1.5 million Somalis are internally displaced and living in improvised camps, while hundreds of thousands of people have fled the country. According to reports, some three million people - half the population – are now in dire need of food aid.

Museveni fears Al Shabaab
written by Stephen Kakooza , December 21, 2009

He who kills with a gun will face similar death. NRA used the same means to capture power and is now doing the same things which they claimed to be fighting or even worse.

A GUN will always be the solution in African politics NOT votes. Money hungry African governments (Uganda and Burundi)whose governments are not even democratic cannot bring peace to Somalia. What Somalia needs is a federal system of governance, where each War-Lord has powers to Govern of his own State and collects taxes for his people.

The Pirates are just collecting revenue from European ships which use their waters without paying a coin to the somali Government and that is their right. What is the difference between a Ugandan fighting for Al Shabaab, Al Khaida or defending US interest in Bagidhadi (URAK)?, all are doing wrong things for the servival of their families.

Instead of investing in agriculture Museveni finds it easier to deal in arms and surviving on Western hand outs where accountability is not an issue and in return they keep a death ear only his dictatorial regime.

Americans and Europe should be told in no uncertain terms that their actions in protecting their own interests while killing Africans will not solve problems and their investments in Africa are at stake without democracy.

Somalia
written by Nsubuga , December 21, 2009

What is Uganda doing in Somalia ? Uganda has alot of problems why Somalia ? Did the Ugandan Parliament behind this move or M7 ?

We don't have true democracy in Uganda how can Uganda expect to impose it on Somalis ?
No wonder the Somalis are MAD about Uganda's intervention in their country.
I guess Uganda should mind her own business and leave the Somalis alone.

Museveni goes Economy.
written by kinyera , December 21, 2009

It was amazing to see our dictator Museveni recieving VIP treatment in British Airways economy, What happened to his jet?

It cost millions of tax payers money to fly this jet, Why didnt he fly economy to the Meeting in the Carrebian to save tax payers from footing the bills of flying empty jet back to Uganda?

And was there a genuine attempt to surrbotage his flight back after being confronted about the Gay act bill? Ugandans should begin to stand up and speak out and ask questions, how comes they are paying for for a Jet that is travelling empty,Like burning dollar bills in fire.

trying to kill Dr otunu?
written by kinyera , December 21, 2009

I am not surprise that Dr otunu has been involoved in a motor accident involving the PGB, This is a genuine attempt by the NRM to kill opposition hopeful, Museveni chances of winning the elections are slim and he want to begin his tactics of raging fear among the oppositions, Otunu, Madam Nambooze, CBS should sue the state agains monoploies the government are playing at.

CBS radio should go to court over closures and losses and not listen the the government tactics to handle matters out of court. because they will lose the battle out of court.

Museveni Fighting America's Wars for Profit and Power
written by omwouganda , December 21, 2009

Long ago in the days of Reagan, Museveni Museveni positioned himself as bulwark against islam expansion. But then he hobnobbed with Gaddaffi and ate from his hand! U see if poor countries ask for aid as in the recent climate conference in Copenhagen, the west will laugh it off it. If an African dictator asks for military aid [to fight their wars] the west opens its coffers and pockets.

The formula to getting money from the west is to fight their wars.

Uganda has been used to draft a resolution to sanction Eritrea
written by Zeru Woldeab , December 22, 2009

Uganda has, squandered many opportunities and has fallen prey to pressures from a dizzying array of dealers who have used her to do their laundry for them. Uganda has been used to draft a resolution to sanction Eritrea. All of this is in response to unfounded allegations that Eritrea has been supplying arms to Al-Shabab.Until today no body have found any evidence of the allegation.

Uganda's ill considered involvement in this political game that the West is playing will be a matter of deep regret to Africa on the whole and to Uganda in particular.

Museveni should stop sanctioning Eritrea for his oun and the West crime commited against the Somalis.

Who is a terrorist?
written by Stephen Kakooza , December 22, 2009

Is it that anybody opposed to American interests is a terrorist? The West and more so America should know that funding African dictators like Museveni, for their own interests is in itself terrorism to the african majority. Africa was liberated by communism and now that communism has been neutralised our next hope for total african independence lies in our support to humantalian organisations like Al-Shabaab, AL-Qa'ida and Moslem Brotherhood. The interest of the west has always been against Africans and the Arab World. Now that we have lost hope in dialogue, We call upon our brothers in Arab countries to identify Africa as a partner in the struggle against humanity, so that we can enjoy want GOD gave us. Train our children in military defence tactics, which America calls terrorism, but this is the only way out,we cannont compete with them in technology but we shall physically confront them and see who will survive. The african Union full of undemocratically elected figures should be disbunded and replaced with a Total Liberation Movement FOR AFRICA including all our brothers in the Arab World. That is the only way Africa can defeat these imprealistic tendencies on our continent and stop begging. They are using our own resources to fuel conflicts on African continent, What you call terrorism is the only language you can hear.

Lets not mix issues here
written by Nuwamanya Ephraim , December 23, 2009

Its a pity that there is such a scenario at hand. Personally i dont like the presence of our forces in somalia but i commend the work they are doing. But let me pose a question, When terrorists attacked Nairobi and TZ, did kenya and TZ have forces in somalia or any al qaeda controlled countries? What is the connection between peace keeping, training somalis and the war at hand? Unless we dis entangle ourself from this complicated situation we will always have problems here and there. And Finally, If ugandan troops do what exactly they went to do in Somalia (peace keeping, then all will be well with them and i have no worries

Why the hatered
written by Muhereza Jude , December 23, 2009

ladies and gentlemen, i have been trying to read the comments above and I realize that there is still more work to do. While America and China are competing for greater control of the outer space and sending spacecrafts here and there we are still shallow minded fighting to go to kayunga. Unless we realize that Uganda is now Capitalistic and only the best survive we will keep on grumbling. lets focus on job creation and educating of our masses. Lets be objective fellow readers. FOR GOD AND MY COUNTRY
